The Former President's Progressive Warning Overlooks The Continent's Real Danger: Technological Decline.

Donald Trump's security policy document presents a flawed view of the European Union. The document asserts that open-border policies and so-called "progressive" policies represent an existential risk to the continent's identity. However, this perspective rests on a fundamental misreading of the reality. The actual challenge facing the EU is not cultural but economic and technological lag.

A Glaring Economic Divide Separating Europe and the US

Statistics reveal a stark contrast. From 2008 and 2023, American economic output grew by eighty-seven percent, compared to a mere 13.5% growth for the European Union. Over this time, EU GDP per capita fell from over three-quarters to just 50% of the American figure. Remarkably, even Mississippi now boasts a greater average income than several leading European economies like France and Italy.

Currently, about 50% of the world’s top fifty technology firms are US-based, while only four are from Europe.

The Technological Deficit: The Core Problem

The growing disparity stems from stronger productivity growth in the US, fueled by breakthroughs and higher total factor productivity. The scene of global tech leadership is overwhelmingly American. Over the past five decades, hundreds of American startups have scaled into enterprises valued at over $10bn, versus only fourteen in the European continent.

This gap raises a pressing question: As the competition for tomorrow's sectors like semiconductors, AI, and fusion energy, what is Europe positioned? Most analysts concede it is largely a contest between two involving the US and China, with European nations starting at a significant handicap.

Underlying Factors of the Continent's Technological Lag

Several key reasons account for this innovation chasm.

  • Financing Ecosystem: The US boasts a much more robust and agile system for financing new ventures. Europe still lacks a genuine unified investment market, which caps the growth potential of new firms.
  • Bureaucratic Hurdles: Excessive and fragmented rules hinder Europe. A American entrepreneur can launch a product under one set of laws to access a consumer base of hundreds of millions. The European Union, despite a bigger population, is divided among twenty-seven different national systems, creating significant market obstacles.
  • Cultural Attitudes: Views on risk-taking vary greatly. In some EU nations, a startup's collapse was historically viewed with stigma, whereas in the US, it is often seen as a valuable lesson.
  • Military Investment: The US benefits from a tightly woven academic-military-industrial complex. Europe's chronic underinvestment in military capabilities has weakened its capacity for pioneering research.

A Path Forward: Grounds for Hopefulness

Despite these hurdles, there are reasons for hope. Policymakers are increasingly aware of the existential challenge and have begun to advance serious reform. Key analyses on EU competitiveness and the single market highlight the need for sweeping changes.

Given appropriate policies and rule changes, Europe's strengths could support much higher levels of business-led breakthroughs.

Europe still possesses considerable advantages: high-quality human capital, top-tier schools and universities, and world-class labs. Coupled with a large internal market and substantial household savings, these foundations have the potential to trigger a surge of investment and entrepreneurship.

Crucially, even if the EU does not become the leader in developing next-generation tech, it can still dramatically increase productivity by implementing and tailoring innovations from elsewhere.

An Inflection Point

Europe now stands at a critical crossroads. As the saying goes, decline often happens "gradually and then suddenly". So far, Europe's slide in innovation has been steady. But, if it fails to take decisive action to tackle its deep-seated problems, today's slow erosion could turn into a sudden and irreversible decline in world influence.
