UK Councils Intend to Dispose of Social Clubs and Leisure Facilities to Balance Books

Based on a recent poll of local authorities, English councils are preparing to sell community centers, sports centres, and retail spaces as they bet on a rapid disposal of properties to balance the books.

Growing Financial Challenges Drive Asset Sales

A coalition of councils for second-tier cities in England reported that 60% of local authorities are intending to sell assets to meet the rising costs of adult and children’s social care.

Local governments have in the past come under fire for selling public land and open spaces to shore up their budgets, but they contend they must continue to generate essential revenue from property disposals or declare themselves bankrupt.

This coalition said that a significant number of councils attempting to raise money from a fire sale of holdings marked “a clear change from 2024, when the largest share (60%) of municipal officials stated they would prioritise service redesigns and using financial reserves to weather growing fiscal pressures.”

Detailed Cases of Planned Sales

One local authority in Kent announced its property management strategy included the sale of a retail complex in Rainham and a community venue in another town to raise 20 million pounds over five years.

  • A local golf course and commercial properties owned in two English counties, which all provide rental income for the authority, will also be sold under the strategy.

Local Levy Increases and Wider Financial Pressures

The survey of councils in the key cities group, which covers several urban centers, also found that more than 70% of councils will need to increase council taxes next spring to cover the rising cost of core provisions, increased rates of housing insecurity, and a longstanding housing shortage.

Medway council said it will proceed with asset sales after sharp increases in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are adopting creative strategies but some of these require time to deliver both better provisions and cost efficiency,” stated Vince Maple.

He continued: “There are demographic pressures which will continue to increase the strains we have. As a unitary authority, we had a 91% cut in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Trends and Forecasts

A survey of regional authorities recently also found council budgets being stretched by the growing number of young people and older individuals requiring Send support.

The County Councils Network projected that council deficits will hit 4.4 billion pounds a year by 2029, as they struggle to manage rising needs.

Government officials have put off planned reforms to the special educational needs framework until next year after a policy document setting out those reforms was recently delayed.

Disadvantage and Financial Gaps

According to the latest indices of deprivation (IMD) for English councils, many participating urban areas were included in the most deprived in the country.

  • “Participating urban centers like several major towns place in the most deprived 30 across the country under the 2025 deprivation indices,” said the study.

“Although only one key city is among the ten most deprived for disadvantaged communities nationally, urban areas are much more prone to be in the most deprived fifth of England. The data underscores the scale of challenges facing local leaders across key cities in the next twelve months,” the analysis concluded.

“Local government leaders have been explicit about the necessity for a fair and sustainable funding system that accounts for and addresses the real levels of deprivation and demand,” stated a council leader.

“Without this, councils will continue to face difficult decisions around which vital provisions to fund, and which to cut, to the disadvantage of their communities.”

A fifth of local authorities have cut or compromised care services in the last year, the study revealed.
